ABTIO + PwC Luxembourg launch Oracle Learning advisory for the European Investment Bank Group

Context

ABTIO, in partnership with PwC Luxembourg, announces a proposed pre-assessment of Oracle Fusion Cloud HCM Learning for the European Investment Bank Group (EIB Group)—which comprises the European Investment Bank (EIB) and the European Investment Fund (EIF)—a global leader in climate finance.
Objective: provide the EIB with actionable insights, documentation, and a structured backlog to make evidence-based decisions about a future Oracle Learning implementation.

The EIB Group has 4,000 staff and, since 1958, has served as the financial arm of the European Union, mobilising public and private investment aligned with priorities such as climate action and environmental sustainability, digitalisation and technological innovation, security and defence, cohesion, agriculture and the bioeconomy, social infrastructure, high-impact global investment, and capital markets union.

Challenge

Align the Group’s Learning & Development (L&D) processes with Oracle Learning best practices to:

  • Ensure process traceability, data governance, and metrics that enable evidence-based HR decisions.
  • Define clear priorities (MVP) to reduce risk and accelerate benefits.
  • Guarantee a consistent user experience across a complex, multi-institutional organisation.

Solution

ABTIO and PwC Luxembourg will run discovery and analysis workshops and provide specialised L&D consulting to deliver:

  • An As-Is assessment of L&D processes with formal documentation.
  • User stories grouped into Epics → a prioritised Product Backlog.
  • A To-Be design aligned with Oracle Learning best practices.
  • A validated MVP for a high-impact initial phase.
  • Visio process diagrams and a demo storyboard showing how Oracle Learning supports key EIB scenarios.
  • An Executive Summary with findings, backlog, MVP, and actionable recommendations.

A proposal designed for the EIB to achieve within 8 weeks:

  • Evidence-based decisions before configuration or deployment.
  • Accelerated time-to-value with a validated MVP.
  • Lower risk and rework thanks to a prioritised backlog and clear dependencies.
  • Higher adoption and better experience by aligning processes, technology, and people.
  • Governance and compliance with traceability and L&D KPIs.
